JoAnn Baldo, CIE, CPA, MCM, HCP, PAHM

Ms. Baldo currently functions as a Market Regulation Senior Manager for The INS Companies (INS), where her primary responsibilities include comprehensive reviews of insurance carrier processes and procedures and claim handling in accordance with the NAIC Market Regulation Handbook. She has over twenty-five years of complex health insurer operations, audit, and market conduct regulation experience including Affordable Care Act (ACA) special projects, mental health/substance use disorder (MH/SUD) and essential health benefit reviews as well as traditional market conduct reviews.

Ms. Baldo has subject matter expertise in the areas of health care insurance regulations and operations, Health Insurance Portability and Accountability Act and ACA regulations. She has recently served on the Pharmacy Benefit Manager (PBM) team as an Examiner-in-Charge (EIC), directing multiple areas of PBM examinations, including claims testing, contract review, and rebate analysis. Ms. Baldo is a graduate of the University of Scranton with a Bachelor of Science degree in accounting and holds the following industry designations: Certified Insurance Examiner (CIE), Certified Public Accountant (CPA), Market Conduct Management (MCM), Healthcare Compliance Professional (HCP), Professional, and Academy of Healthcare Management (PAHM).
